Sen. Carney, Reps. Murphy and Warren honor life of Scarborough paramedic with legislative sentiment

AUGUSTA — On June 10, Sen. Anne Carney, D-Cape Elizabeth, Rep. Kelly Noonan Murphy, D-Scarborough, and Rep. Sophie Warren, D-Scarborough, presented an in memoriam legislative sentiment honoring the life and legacy of Lt. Shannon Haley, a paramedic with the Scarborough Fire Department. Lt. Haley’s husband, mother and other family members, as well as her fire chief and Scarborough Fire Department colleagues, accepted the legislative sentiment in her honor.

“One of the most meaningful things we do in the State Senate is honor the lives of people who have made an impact in their communities,” said Sen. Carney. “Lt. Haley was the reassuring voice that patients would hear in the back of an ambulance, and she always put others’ needs before her own. Lt. Haley’s two decades as a first responder, paramedic, and registered nurse in Scarborough, Buxton and Windham serves as an inspiration to us all. She will be deeply missed in Scarborough and beyond.”

“Lieutenant Shannon Haley will be remembered by patients, friends and family for her deep commitment to public service,” said Rep. Murphy. “Her compassion and steady presence have left a lasting mark on all those who knew her and on the entire community of Scarborough.”

“Our community of Scarborough is so incredibly lucky to have known Lieutenant Shannon Haley,” said Rep. Warren. “She will be long remembered for her dedication to public service and her work with the Scarborough Fire Department. We will miss her deeply.”

Lt. Haley passed away on May 2, 2025. She first joined the Scarborough Fire Department as a live-in training paramedicine student at Southern Maine Community College. Throughout her career, she served in the Windham Fire Department and the Buxton Fire Department, worked as a registered nurse and taught at SMCC as adjunct faculty with their paramedicine program. Lt. Haley was promoted to the rank of lieutenant in the Scarborough Fire Department in 2020.

In his announcement of her passing, Scarborough Fire Chief Richard Kindelan discussed the impact that Lt. Haley made on her department and community, saying, “Her patient care style was so clinically sound, many of her colleagues looked to her for mentoring and advice. More importantly, Shannon was a wonderful human being. Her kindness and never-ending love for her family, friends, coworkers and every patient she cared for is unmatched. She routinely put her needs second to others.”

At 5:44 p.m. on June 10, the Maine Senate adjourned in memory and lasting tribute of Lt. Shannon Haley.
