Sen. Baldacci introduces legislation to support mobile home park residents
AUGUSTA — On March 11, 2025, Sen. Joe Baldacci, D-Bangor, introduced LD 255, “An Act to Support Mobile Home Residents in Purchasing Their Mobile Home Parks,” to the Joint Standing Committee on Housing and Economic Development. This bill allocates $3.5 million to the Manufactured and Mobile Home Park Preservation and Assistance Program.
“Residents of these parks deserve the opportunity to own their own property and have their homes be independent from the authority of a management company,” said Sen. Baldacci. “This issue hits close to home, as residents of the Cedar Falls Trailer Park in Bangor had the opportunity to purchase their park earlier this year. My hope is that this bill will grant other communities moving forward more agency over the space they call home.”
The bill builds upon LD 1931, “An Act to Foster Stable and Affordable Home Ownership in Mobile Home Parks by Amending the Laws Relating to the Sale of Mobile Home Parks,” which was passed in the 131st Legislature. LD 1931 requires that the landowners of manufactured home parks give residents advance notice if they plan to sell the property. It also gives residents an opportunity to collectively make an offer on the land within two months, and secure financing to complete the purchase within three. This bill provides one time funding for the Manufactured and Mobile Home Park Preservation and Assistance Program to assist residents in purchasing their mobile home parks.
