Sen. Nangle shares 2025 MDOT work plan for state bridge and road projects
AUGUSTA – Sen. Tim Nangle, D-Windham, is pleased to announce the details of Maine’s three-year transportation infrastructure work plan, and what it means for Senate District 26. The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.
According to the Maine DOT, the three-year work plan makes a historic $4.8 billion investment in construction and maintenance of transportation infrastructure across the state. It includes 2,716 individual work items for the calendar years 2025, 2026 and 2027.
In 2025, the Maine DOT will undertake numerous projects to improve transportation in Senate District 26, including significant investments in paving, safety improvements and planning for expanded transit and pedestrian access across Windham, Westbrook and neighboring communities. Additionally, there will be improvements to the Frye Island Ferry Service.

The following breakdown is the planned capital and maintenance work by MDOT for communities in Senate District 26 in 2025:
Bicycle/Pedestrian
- Westbrook: Improvements beginning at Captain Bill Hartley Drive and extending west 0.96 of a mile to William B Clarke Drive. PACTS Sponsored.
Bridge and Structural Maintenance
- Westbrook: Painting beam ends and bearings on Woodlawn Bridge (#1545) which carries Forest Avenue over the Westbrook Arterial in Westbrook. Located at the intersection of Route 25.
- Windham [and Gorham]: Great Falls #1 (Long) Bridge (#6210) over the Presumpscot River, located 0.04 of a mile east of the Gorham town line and Great Falls #2 Bridge (#1529) over the Presumpscot River, located on the Gorham-Windham town line.
- Casco [and Naples]: Route 302/Crooked River Bridge (#2200) over Crooked River, located 0.16 of a mile northwest of Hillside Avenue.
- Windham: Pleasant River Bridge (#2676) over Pleasant River, located 0.16 of a mile north of Hall Road.
Ferry
- Frye Island, Raymond: Capital improvements to the Frye Island Ferry Service between Raymond and Frye Island.
Highway Construction/Rehabilitation
- Windham: Beginning 0.45 of a mile west of Outpost Drive and extending west 0.14 of a mile, including the roundabout intersection with Route 202.
Highway Paving
- Westbrook, Windham [and Biddeford, Gorham, Old Orchard Beach, Saco, Scarborough]: Crack sealing on urban highways.
- Westbrook: Beginning at Main Street and extending south 0.04 of a mile to William B Clarke Drive. PACTS Sponsored.
- Westbrook: Beginning at the Scarborough town line and extending north 0.52 of a mile to Spiller Drive. PACTS Sponsored.
- Windham: Beginning at Depot Street and extending north 0.74 of a mile.
- Casco [and Naples, Poland]: Beginning at Route 302 and extending northeast 10.43 miles to 0.03 of a mile north of White Oak Hill Road.
Highway Safety and Spot Improvements
- Westbrook [and Portland, Scarborough]: Beginning 0.05 of a mile east of the Westbrook town line and extending west 3.18 miles.
- Westbrook: Beginning 0.08 of a mile north of Grandview Drive and extending north 1.87 miles. Project funding is contingent on Congressionally Directed Spending approval.
- Westbrook: Municipal Partnership Initiative Program. Located at the intersection of Bridge Street and East Bridge Street. PACTS Sponsored.
- Westbrook: Large culvert (#114090) located 0.08 of a mile south of Royal Grant Way.
- Windham: Beginning 0.01 of a mile south of Swett Road and extending north 0.57 of a mile.
Policy, Planning and Research
- Westbrook [and Gorham, Portland, South Portland, Standish]: Evaluate and document the active transportation and transit needs for future programming.
- Westbrook [and Gorham, Portland]: Conceptual design work for transit routes outlined in the Gorham-Westbrook-Portland Rapid Transit Study. Administered by Greater Portland Metro with support from Maine DOT and the Maine Turnpike Authority.
- Westbrook: Planning Partnership Initiative. Study evaluating safety improvements, access management, and economic development. Beginning at Chase Hill Drive and extending northwest 1.69 miles.

- Westbrook: Geotechnical investigation.
