Sen. Rafferty shares 2026 MDOT work plan for state bridge and road projects
AUGUSTA – Sen. Joe Rafferty, D-Kennebunk, is pleased to announce the details of Maine’s three-year transportation infrastructure work plan, and what it means for Senate District 34. The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.
According to the Maine DOT, the three-year work plan makes a $4.5 billion investment in the construction and maintenance of transportation infrastructure across the state. It includes 2,798 individual work items for the calendar years 2026, 2027 and 2028.
In 2026, the Maine DOT will undertake numerous projects to improve transportation in Senate District 34, including highway safety and spot improvements along Route 1 and highway rehabilitation along Route 9.
“Our roads, bridges and piers are the backbones of Maine’s economy,” said Sen. Rafferty. “They keep us connected, and we must continue to make these critical investments into our state’s infrastructure. I am proud of the improvements I was able to support for District 34.”
The following breakdown includes examples of the planned capital and maintenance work by MDOT for communities in Senate District 34 in calendar year 2026:
Bicycle/Pedestrian
- Kennebunk, North Berwick, Wells: Connect gaps along the Boston & Maine Railroad.
Bridge and Structural Maintenance
- Arundel, Kennebunk: Downing Bridge (#5939) over Kennebunk River. Located 0.68 of a mile northeast of Route 35.
- Berwick: Replacing joint header, painting bearings and beam ends and sealing wearing surface on Messengers Bridge (#1220), which carries Messengers Bridge Road over Little River in Berwick. Located 100 feet southwest of the intersection of Little River Road.
- Berwick: Replacing wearing surface, joints, and bridge seals on Eddy’s Bridge (#6048), which carries Rochester Street over Salmon Falls River in Berwick. Located at the Maine-New Hampshire border.
- Berwick: Prays Bridge (#1234) over Little River. Located 0.12 of a mile northwest of Togue Brook Road.
- Berwick: Webster Bridge (#5730) over Keay Brook. Located 0.67 of a mile south of Keay Road.
- Berwick: New Dam Bridge (#6053) over Salmon Falls River. Located on the Maine-New Hampshire state line.
- Kennebunk: Stoney Bridge (#1269) over Back Creek. Located 0.39 of a mile south of Route 9.
- Kennebunk: Cat Mousam Road Bridge (#5710) over Day Brook. Located 0.16 of a mile north of Route 9A.
- Kennebunk: Little River Bridge (#2468) over Little River. Located on the Wells-Kennebunk town line.
Highway Construction/Rehabilitation
- Berwick: Beginning at Dobson Road and extending north 4.07 miles. Project funding is contingent on the approval of Congressionally Directed Spending.
Highway Paving
- Kennebunk: Beginning at Route 9A and extending northwest 1.25 miles to Lilac Lane.
- Kennebunk, Kennebunkport, Wells: Beginning at Route 1 and extending east 4.55 miles to Maine Street. Includes 0.03 of a mile on Route 9W.
- Kennebunk, Wells: Beginning 0.16 of a mile north of Bypass Road and extending north 2.17 miles.
- Wells: Beginning at Route 1 and extending west 1.02 miles.
- Wells: Beginning 0.03 of a mile south of Tatnic Road and extending north 3.67 miles.
- Wells: Beginning 0.03 of a mile north of Harbor Road and extending north 0.37 of a mile.
Highway Safety and Spot Improvements
- Berwick: Located at the intersection of Saw Mill Hill Road and Route 9/School Street.
- Berwick, Eliot, Kittery: Various locations.
- Kennebunk: Located at the intersection of Route 35 and Walker Road.
- Berwick, South Berwick: Beginning 0.02 of a mile southeast of the South Berwick town line and extending northwest 2.07 miles.
- Kennebunkport: ADA improvements.
- Wells: Village Partnership Initiative. Beginning at the Ogunquit town line and extending north 5.60 miles to Port Road.
- Wells: Improvements to Furbish Road within the Rachel Carson National Wildlife Refuge. Federal Lands Access Program.
- Wells: Located at the intersection of Route 109 and Garden Street.
Ports-Harbors
- Wells: Commercial pier expansion and floating dock installation. Located on Harbor Road.
Special Programs
- Kennebunkport: Preliminary engineering and design to adapt Pier Road and infrastructure to the flooding hazard and sea level rise.
