Sen. Carney shares 2025 MDOT work plan for state bridge and road projects

AUGUSTA – Sen. Anne Carney, D-Cape Elizabeth, is pleased to announce the details of Maine’s three-year transportation infrastructure work plan, and what it means for Senate District 29. The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.

According to the Maine DOT, the three-year work plan makes a historic $4.8 billion investment in construction and maintenance of transportation infrastructure across the state. It includes 2,716 individual work items for the calendar years 2025, 2026 and 2027.

In 2025, the Maine DOT will undertake numerous projects to improve transportation in Senate District 29, including highway improvements on 295 and Route 77, investments to upgrade Jetport infrastructure and the construction of new bicycle and pedestrian trails.

“I am so pleased by the construction of new pedestrian and cycling trails in our community,” said Sen. Carney. “These efforts will create new opportunities for us to enjoy and celebrate the beautiful environment that Maine has to offer. Additionally, I appreciate the investments the state is making to modernize our airport infrastructure, ensuring our communities remain accessible to residents and visitors from across the globe.” 

The following breakdown is the planned capital and maintenance work by MDOT for communities in Senate District 29 in 2025:

Airport Operations

  • South Portland/Portland International Jetport: Upgrade perimeter fence and gates on the northeast side.
  • South Portland/Portland International Jetport: Safety and infrastructure improvements that include ARFF (Aircraft Rescue and Firefighting) vehicle and station improvements.
  • South Portland/Portland International Jetport: Purchase snow removal equipment.
  • South Portland/Portland International Jetport: Perform maintenance on preconditioned air lifts for loading bridges.
  • South Portland/Portland International Jetport: Rehabilitate loading bridge replacement rehabilitation for gates 4, 5 and 7.
  • South Portland/Portland International Jetport: Provide funds for operating the Portland International Jetport.

Bicycle/Pedestrian

  • Scarborough and South Portland: Connect the Eastern Bicycle Trail and pedestrian trails beginning at the Nonesuch River and extending east 0.72 of a mile to Pleasant Hill Road.
  • Scarborough and South Portland: Construct a new bicycle and pedestrian trail as part of the Eastern Trail, beginning at Pleasant Hill Road and extending north 0.83 of a mile to Gary L. Maietta Way.

Bridge Maintenance

  • Cape Elizabeth and Scarborough: Surface replacements on Route 77 on the Spurwink Bridge over the Spurwink River, located 0.34 of a mile northwest of Spurwink Avenue.
  • Scarborough: Surface replacements on Pleasant Hill Road on the Pleasant Avenue Crossing Bridge over the B&M Railroad, located 0.09 of a mile north of Rigby Road.
  • South Portland: Install the remaining 10 Security cameras on the Casco Bay Bridge, located 320 feet southeast of the South Portland-Portland town line.
  • South Portland: Make improvements to multiple bridges on Interstate 295.

Environmental Monitoring

  • South Portland: Long Creek Watershed Management District will conduct an assessment to monitor stormwater quantity and quality from MaineDOT porous pavement projects.

Highway Construction and Rehabilitation

  • Scarborough: Make repairs and spot improvements on Route 9 beginning at Primrose Lane and extending northwest 0.73 of a mile, including the bridge.
  • Portland, Scarborough, Westbrook: Make repairs and spot improvements on Route 22 beginning 0.05 of a mile east of the Westbrook town line and extending west 3.18 miles.
  • Scarborough: Make repairs and spot improvements on Route 1 beginning 0.39 of a mile northeast of Harlow Street and extending northeast 1.20 miles, including the bridges.
  • Scarborough: Make repairs and spot improvements on Route 114 beginning 0.13 of a mile north of Ridgeway Road and extending northwest 0.71 of a mile. Repairs will also be made 0.62 of a mile northwest of Payne Road and extending northwest 2.44 miles.
  • Scarborough: As part of the Municipal Partnership Initiative, make repairs and spot improvements on Route 114 beginning at Maple Avenue and extending north 0.48 of a mile to Ridgeway Road.
  • Cape Elizabeth: Make repairs and spot improvements on Route 77 beginning at Scott Dyer Road and extending south 0.02 of a mile to Shore Road.
  • Scarborough: Make repairs and spot improvements on Route 77 beginning at the Cape Elizabeth town line and extending south 1.41 miles to Pleasant Hill Road.

Highway Paving

  • Scarborough: Seal cracks on urban highways.
  • Buxton, Scarborough: Repave Broadturn Road beginning at Route 22 and extending southeast 2.40 miles.
  • Scarborough: Resurface pavement on Spring Street beginning 0.17 of a mile north of Mussey Road and extending north 0.27 of a mile.
  • Scarborough: Resurface pavement on Saco Street beginning at Gorham Road and extending north 0.67 of a mile to the Gorham town line.

Policy, Planning, and Research

  • South Portland: Evaluate and document the active transportation and transit needs for future programming.

Transit Service Areas

  • Biddeford, Old Orchard Beach, Portland, Scarborough and South Portland: As part of the Transit Stop Access Prioritization Project, improve 17 transit stops between Old Orchard Beach and South Portland.
  • South Portland: Provide transit American with Disabilities Act (ADA) Operating Assistance for the South Portland Bus Service (SPBS), as well as resources under the Federal Transit Administration 5307 for urbanized area transit.
  • South Portland: Provide planning assistance and capital assistance for the South Portland Bus Service.

Working Waterfront

  • Scarborough: Provide grant funding for wharves and piers that provide a significant and compelling benefit to commercial fishing and aquaculture industries
