Sen. Denise Tepler attends ceremonial bill signing of LD 2140

AUGUSTA — This week, on April 29, Sen. Denise Tepler, D-Topsham, attended a ceremonial bill signing with Gov. Janet Mills for LD 2140, “Resolve, to Establish a Demand Response Program to Lower Electric Bills and Improve Grid Reliability.” Sponsored by Sen. Tepler, LD 2140 would establish a demand response program designed to help Mainers reduce their utility bills.

“I appreciate Governor Mills for hosting this ceremonial signing,” said Sen. Tepler. “Everyday costs for Mainers are far too high, and electric company bills are responsible for some of that pain. This law establishes a program that will help all Mainers save money on their utility bills when electricity demand and electric rates are at their highest.”

LD 2140 directs Efficiency Maine to establish a program for utility customers that would assist them in reducing electricity usage during peak demand hours. Particularly during summer days when there is high strain on the grid, participation in this program would help electric ratepayers reduce monthly bills. Consumers must opt in to take part in the program.

Under the bill, Efficiency Maine must prioritize outreach and education for low-income electricity customers under the bill. The trust will assess the efficacy and cost-effectiveness of the program and submit a report with their findings to the Energy, Utilities and Technology Committee by February 28, 2028.

LD 2140 will go into effect July 29, 2026.
