Sen. Duson ocean-based economic development bill receives unanimous support on floor of the Maine Senate
AUGUSTA — On June 5, 2025, a bill to continue developing a robust, future-ready state economy that utilizes our ocean resources, which support one of Maine’s largest heritage industries received unanimous initial approval from the Maine Senate.
LD 1023, “Resolve, to Reestablish the Blue Economy Task Force to Support Maine’s Emergence as a Center for Blue Economy Innovation and Opportunity in the 21st Century,” sponsored by , sponsored by Senate Assistant Majority Leader Jill C. Duson, D-Portland, would continue the work of the Blue Economy Task Force and develop actionable items to consider for implementation.
“The work of the Blue Economy Task Force will help Maine’s emerging ocean-based industries move forward and anchor our state’s reputation in the ocean-based economy by identifying opportunities for sustainable development,” said Sen. Duson. “From Portland to Pembroke, Maine-based industries of all stripes are excited to continue growing their businesses here and with the support of the Senate, we’re one step closer to unlocking this exciting potential. I look forward to working with both my House and Senate colleagues to get this bill across the finish line in the coming weeks.”
The Blue Economy Task Force has defined the blue economy as “a sustainable and equitable ocean economy that optimizes innovation to expand economic opportunities in our coastal communities and to solve pressing societal needs. It is grounded in Maine’s unique marine heritage, research expertise and location.”
The task force, supported by staff from the Maine Department of Economic and Community Development, is charged with identifying opportunities where the State can enhance or facilitate the growth and scaling of blue economy businesses (e.g., fisheries and aquaculture), including the creation of a design for a proposed Center for a Blue Economy. Their work would focus on turning the recommendations of the Blue Economy Task Force Report, developed by LD 1286 in the 131st Legislature, into actionable recommendations for a future legislature to implement into law. The final report is due to the Housing and Economic Development Committee by December 3, 2025.
The Blue Economy Task Force is made up of 23 members including: one member of the Senate, two members of the House, the President of Maine Technology Institute or a designee, officials from public/private research institutions as well as businesses owners and leaders, many of which are Maine-based, working in blue economy sectors (fisheries, aquaculture, construction, innovation).
LD 1023 now heads to the House for approval before additional votes.
Sen. Duson represents Senate District 27, which includes part of Westbrook and part of Portland in the Maine Senate and serves as the Senate Assistant Majority Leader.
