Sen. Lawrence bill to lower costs for water utility ratepayers receives backing of key committee
AUGUSTA — Last month, a bill sponsored by Sen. Mark Lawrence, D-Eliot, to lower costs for water utility ratepayers received the support of a majority of the Energy, Utilities and Technology Committee. As amended, LD 241, received an 8-4 vote in support and now heads to both chambers of the Legislature for initial votes. The amendment, presented by Sen. Lawrence, clarifies that water utilities may adopt a low-income ratepayer assistance program and that the PUC may not order one to be adopted. It would also give the PUC greater flexibility upon consideration of a proposed low-income ratepayer assistance program.
“At a time when water is the only essential utility service to have no state or federal assistance program enshrined in law, I’m pleased to see this bill aimed at lowering water costs receive the support of my colleagues on the committee,” said Sen. Lawrence. “Towns around Maine have started their own assistance programs and this law will help clarify the role and benefit these programs provide. My constituents —regardless of income— deserve access to a safe and reliable water source.”
“By providing a mechanism for adjusting rates based on income, this legislation promotes equity in the water utility system, helping to level the playing field for low-income residents,” said Kittery resident Elizabeth Olivolo in written testimony to the Committee. “Ensuring affordable water access is crucial for public health and well-being, especially for vulnerable populations who might otherwise be forced to limit water usage due to cost concerns.”
Through LD 241, Maine water utility ratepayers would have “another tool in their toolbox to help with affordability concerns within their community,” said Mark Vannoy, Vice President of Maine Water Utilities Association, in written testimony to the Committee. “Water utilities are aware of the economic challenges faced by their customers. Utilities are [already] frequently providing payment arrangements to customers to help them navigate periods of financial distress.”
LD 241, as amended, now heads to the Senate and House for initial votes before both chambers.
