Sen. Mark Lawrence shares 2025 MDOT work plan for state bridge and road projects

AUGUSTA – On March 19, 2025, Sen. Mark Lawrence, D-Eliot, announced the details of Maine’s three-year transportation infrastructure work plan, and what it means for Senate District 35. The plan is released annually with an outline of the Maine Department of Transportation’s strategy for road, bridge and other transportation upgrades and maintenance projects.

According to the Maine DOT, the three-year work plan makes a historic $4.8 billion investment in construction and maintenance of transportation infrastructure across the state. It includes 2,716 individual work items for the calendar years 2025, 2026 and 2027.

In 2025, the Maine DOT will undertake numerous projects to improve transportation in Senate District 35, such as improvements to Route 236, upgrading local bridges and bolstering pedestrian and motorist safety.

This is why I was proud to vote for funding the projects in the work plan,” said Sen. Lawrence. “Residents of Senate District 35 deserve to travel to and from work, bring their children to school and go grocery shopping safely —this work plan will help them do that. I look forward to the completion of these projects.”

The following breakdown is the planned capital and maintenance work by MDOT for communities in Senate District 35 in 2025:

Bicycle/Bus/Pedestrian:

Eliot: New construction of a bicycle/pedestrian on-road sidewalk/trail beginning 0.01 of a mile northeast of Route 103 and extending northeast 0.95 of a mile to Route 236

Kittery: New construction of a bicycle/pedestrian on-road sidewalk/trail beginning 0.05 of a mile west of Manson Road and extending west 0.41 of a mile

Kittery: New construction of a bicycle/pedestrian on-road sidewalk/trail beginning at Route 236 and extending north 0.34 of a mile

South Berwick: Extension of the off-road Eastern Trail

Bridge and Structural Maintenance:

Kittery: Bridge improvements to Badger Island Bridge (#2031) over Piscataqua River located 0.07 of a mile south of Water Street

Kittery: Bridge inspection and performance measurement on the Sarah Mildred Long Bridge (#3641) located on the Maine-New Hampshire state line and the I-95/Piscataqua River Bridge (#6330) located on the Maine-New Hampshire state line

South Berwick: Bridge improvements to Toll Bridge (#3017) over Salmon Falls located 0.27 of a mile northwest of Waterside Lane

Drainage Maintenance:

Eliot: Ditching on Route 91 in York, Eliot and South Berwick beginning 0.12 of a mile southeast of the intersection of Kingsbury Lane in York and extending 4.71 miles northwest to the intersection of Route 236 in South Berwick

Eliot: Large culvert (#1005642) replacement located 0.21 of a mile north of Depot Road 

South Berwick: Ditching on Route 91 in York, Eliot and South Berwick beginning 0.12 of a mile southeast of the intersection of Kingsbury Lane in York and extending 4.71 miles northwest to the intersection of Route 236 in South Berwick

South Berwick: Replacing culverts (#1072468, #1072471, #1072474, #1072475) on Route 91 in York and South Berwick located 0.20, 2.74, 3.12 and 3.21 miles northwest of Kingsbury Lane

York: Ditching on Route 91 in York, Eliot and South Berwick beginning 0.12 of a mile southeast of the intersection of Kingsbury Lane in York and extending 4.71 miles northwest to the intersection of Route 236 in South Berwick

York: Replacing culverts (#1072468, #1072471, #1072474, #1072475) on Route 91 in York and South Berwick located 0.20, 2.74, 3.12 and 3.21 miles northwest of Kingsbury Lane

Ferry/Pier Operations:

Kittery: Grant Program for Wharves and Piers that provide a significant and compelling benefit to Maine’s commercial fishing and aquaculture industries

Highway Construction/Rehabilitation and Safety Improvements:

Eliot: Highway safety and spot improvements located at the intersection of Route 236 and Depot Road

Eliot: Highway safety and spot improvements beginning 0.06 of a mile southeast of Dana Avenue and extending north 4.22 miles to Depot Road

Eliot: Highway safety and spot improvements located at the intersection of Route 236 and Route 103

Eliot: Highway safety and spot improvements located at the intersection of Route 236 and Route 101

Eliot: ADA improvements across various locations throughout Eliot

Kittery: Operating assistance between Kittery and Portsmouth through FTA Section 5307 for urbanized area transit

Kittery: Highway safety and spot improvements located at the Intersection of Route 1 and Gorges Road

Kittery: Highway safety and spot improvements located at the intersections of Routes 1 and 101 and Route 1 and Haley Drive, as well as the entrances to the Kittery Outlet Centers both north and south of Dexter Lane

Kittery: Highway safety and spot improvements beginning 0.06 of a mile southeast of Dana Avenue and extending north 4.22 miles to Depot Road

Kittery: Allocation for Kittery Area Comprehensive Transportation Systems (KACTS) Capital Improvements

South Berwick: Highway improvement beginning 0.09 of a mile south of Harold L. Dow Highway and extends north 0.35 of a mile. Includes 0.27 of a mile on Route 236 [Project funding is contingent on Congressionally Directed Spending approval]

South Berwick: Highway improvement beginning 0.02 of a mile southeast of the South Berwick town line and extending northwest 2.07 miles

York: Highway improvements beginning 0.04 of a mile south of Lindsay Road extending north 0.15 of a mile then northeast 0.17 of a mile on Long Sands Road, also includes 0.29 of a mile of Route 1A from the intersection to Moulton Lane

Policy, Planning, and Research:

Eliot: Study to evaluate bicycle/pedestrian accessibility, safe/mobility improvements, and economic development opportunities beginning at State Road and extending south 1.46 miles to Bolt Hill Road

Kittery: Study to address repairs beginning at Ox Point Drive and extending northeast 2.44 miles to the York town line

Kittery: Developing of a transportation management plan for both short- and long-term closures of the Piscataqua River Bridge (#6330), including traffic incident management and public outreach to minimize impacts to the traveling public (Phase 1)

Kittery: Developing of a transportation management plan for both short- and long-term closures of the Piscataqua River Bridge (#6330), including traffic incident management and public outreach to minimize impacts to the traveling public (Phase 2)

Kittery: Building and lot maintenance and resurfacing located at the Kittery Interstate 95 Northbound Visitor Information Center

Kittery: Transit operating assistance for Cooperative Alliance for Seacoast Transportation (COAST)
